Extra Food Stamp Benefits in New York
Since March 2020, New York has been using temporary SNAP flexibility to provide emergency food benefits to households impacted by the COVID-19 pandemic.
These temporary flexibilities are also referred to as Emergency Allotment (EA) benefits.
What are Emergency Allotment benefits?
The Families First Coronavirus Response Act authorized emergency SNAP benefits because of COVID-19.
In New York, the emergency allotments will raise each household’s monthly allotment of SNAP to the maximum allowable based on household size.
In addition, the United States Department of Agriculture (USDA) will approve requests for the additional benefits on a month-by-month basis.

EA benefits are part of the Pandemic Supplemental Nutrition Assistance Program, also know as P-SNAP.
What is Pandemic SNAP or P-SNAP?
Pandemic Food Stamp/Supplemental Nutritional Assistance Program (P-SNAP) will allow all households currently eligible for SNAP to receive the maximum amount for their household size during the COVID pandemic.
Congress authorized P-SNAP in response to COVID-19.
The United States Department of Agriculture’s (USDA) Food and Nutrition Service (FNS) administers P-SNAP nationwide.
The FNS approved a waiver allowing the New York State Office of Temporary and Disability Assistance (OTDA) to issue extra SNAP benefits under P-SNAP.
These extra benefits will over the difference between previously issued benefits and additional funds allowed under P-SNAP.

Who qualifies for extra New York SNAP benefits?
Any household that is currently receiving SNAP benefits qualifies for extra food stamp Emergency Allotment (EA) benefits.
There is no extra paperwork to turn in to get the extra SNAP benefits.
It will simply be added to your EBT card, and you’ll be able to use it just like regular New York SNAP benefits.
In addition, any household that is approved for SNAP EBT in a month when EA benefits are issued, will also qualify to receive extra food stamp benefits.

How much in extra food stamps will I receive?
While New York State’s emergency declaration and the federal public health emergency remain in effect, here’s what you need to know:
New York SNAP households are eligible to receive EA supplemental SNAP benefits in the amount that will bring them up
to the maximum SNAP monthly benefit level for their household size or a supplement of $95—whichever
amount is greater.

Maximum Monthly Benefit Allotment for Household Size – Current Monthly SNAP Benefits = Total Extra Allotment SNAP benefits
Example:
The maximum allowable monthly amount of SNAP benefits for a household of 4 people is $782.
If that household receives $400 a month in normal SNAP benefits, they will receive a supplemental EA SNAP
benefit of $382.
If the same household receives $700 a month in normal SNAP benefits, the household would
receive $95 a month in supplemental EA SNAP benefits, instead of $82, as would have been the case for
months prior to April 2021.
Please note, benefit amounts will remain unchanged for households that have been already receiving EA
SNAP benefits of at least $95 per month.

When will I receive my extra food stamp benefits for September 2021?
New York has been approved for emergency allotments for the month of September 2021.
The payments will be issued by the Office of Temporary and Disability Assistance.
September Extra Allotment (EA) benefits will be issued according to the following schedule:
SNAP households in all counties outside of New York City should see these extra SNAP benefits post into their EBT cards on September 16th and extending through Sept. 24, 2021.
Those SNAP households in the five-county New York City region should see their benefits post between Sept. 16 and the end of September.
SNAP households already receiving the maximum monthly benefit, and those that had been receiving an emergency allotment of less than $95 per month, will receive a minimum supplement of $95.
What is the number of New York Households Eligible for Extra Benefits?
For the month of September 2021, 1,590,000 New Yorkers are eligible for extra SNAP benefits.
In all, the Office of Temporary and Disability Assistance will issue $232,000,000 in extra benefits.
New York Food Stamps to increase by 25%
Here’s great news for New York food stamps recipients.
The Biden administration is increasing food stamps benefits by 25%. Yes, you read that right.
Starting in October 2021, average food stamps benefits will rise more than 25% above pre-pandemic levels.
This marks the biggest-ever increase for the program. The boost comes as a temporary increase of 15% was set to expire in September, 2021.
The increased assistance will be available indefinitely to all New York SNAP beneficiaries.
This increase is part of efforts by the Biden Administration to strengthen the country’s social safety net, including SNAP benefits.
As the video below explains, the increase is permanent.
Stop & Shop Now Accepting EBT Online
Stop & Shop grocery store announced on August 26th, 2021 that it now accepts EBT online in New York.
Specifically, customers in New York and New Jersey using SNAP benefits now have the option to pay with an EBT card online Pickup and Delivery.
New York state SNAP recipients can now add their EBT card to their account on StopandShop.com and shop using their SNAP funds.
Additionally, while browsing online aisles, SNAP customers can sort products to show eligible items, and a “SNAP Eligible” label will appear within the product details.
At checkout, customers can select the “Apply SNAP Benefits” option and select the amount to charge to their EBT card, allowing personalized budgeting throughout the month.
However, they will need to use an alternative credit/debit card or checking account for any items not eligible for SNAP.
In addition, fees, taxes, or driver tips will have to be paid using an alternative credit/debit card or checking account.
Also, Stop & Shop Pickup orders are subject to a $2.95 fee.
Furthermore, Stop & Shop Delivery orders are subject to a delivery fee of $9.95 for orders less than $100 and $6.95 for orders greater than $100.
